The joint meeting of the Wisconsin Sheriffs &
Deputy Sheriffs Association and the Badger State Sheriff’s Association was
called to order by R. J. Lurquin.
Present: Wisconsin Sheriffs & Deputy Sheriffs
Association members, R. J. Lurquin, Randy Stammen, Michael Weissenberger, Bruce
Daniels, Paul Gunness, Doris Daggett, and James Cardinal. Badger State
Sheriff’s Association members, Ron Cramer, David Graves and
David Mahoney.
Motion to approve the minutes from the July 9, 2007
meeting by David Graves and seconded by Mike Weissenberger. Motion carried.
The
committee review LRB 1684/1 Reimbursement for Damage caused by Dogs and at
prior meetings the matter was table. Motion by Mike Weissenberger to oppose
this legislation and seconded by David Graves. Motion carried.
The committee reviewed AB
203 Relating to: electronic seat check reminders on school buses, granting
rule-making authority, and providing a penalty. At a prior meeting this bill
was Tabled. Motion to remain NETURAL by Paul Gunness and seconded by
Bruce Daniels. Motion carried.
Senate
Bills
SB 209 and AB 414 Relating to:
annual or consecutive month permits for vehicles or combinations of vehicles
transporting loads near the Wisconsin-Michigan border. Motion to TABLE by Randy Stammen and seconded by
Scott Pedley. Motion carried. It was agreed to continue to table at this time
at the July 9th meeting. Continue to TABLE at this meeting.
SB 185 Relating to:
trespass by operators of snowmobiles, all-terrain vehicles, and other off-road
vehicles; increasing the appropriations for certain all-terrain vehicle programs;
fees for registration of all-terrain vehicles for public and private use, fees
for commercial all-terrain vehicle certificates, and fees for nonresident
all-terrain vehicle trail passes; creating an all-terrain vehicle damage claim
program; the all-terrain vehicle gas tax payment; promulgation of rules to
establish standards and procedures for certifying the designation of
all-terrain vehicle routes and trails; the display of all-terrain vehicle
registration numbers; creating an individual income tax checkoff for trails
that are not open to motorized vehicles; creating a nonmotorized trails
program; requiring a certificate of title for an all-terrain vehicle; granting
rule-making authority; requiring the exercise of rule-making authority; making
an appropriation; and providing penalties. Motion to SUPPORT by Mike Weissenberger and seconded by David Graves. Motion
carried.
SB 216 Relating to:
adjudications for involuntary commitment, appointment of a guardian of the
person, and protective placement or protective services, background checks for
the purchase of handguns, and requiring the exercise of rule-making authority.
No action taken for lack of motion.
SB 222 Relating to:
retirement benefits provided to educational support personnel under the Wisconsin
Retirement System. No action taken for lack of motion.
SB 230 Relating to:
group deer hunting by persons using bows and arrows. Motion to SUPPORT by Mike Weissenberger and
seconded by Paul Gunness. Motion carried.
SB 233 Relating to:
vehicles transporting human organs for transplantation, medical personnel for
human organ harvesting or transplantation purposes, or medical devices or
equipment for emergency purposes. Motion to OPPOSE by Mike Weissenberger and seconded by David Graves. Motion
carried.
SB 240 Relating to:
restrictions on the operation of motor vehicles by persons holding instruction
permits or probationary licenses and providing a penalty. Discussion that this
bill applies to use of cell phone. Motion to SUPPORT Ron Cramer and seconded by Bruce Daniels. Motion carried.
SB 244 Relating to:
prosecution decisions based on certain payments to organizations or agencies.

harm or injury persons at a school. No action taken until such time it becomes

initiatives. Motion to SUPPORT if
